摘要：

The term 'third countries' in Arts 57 and 57 of the EC Treaty refer to those areas which are not within the scope of the EC Treaty. At first sight it seems clear which areas these are. Closer examination reveals that it is not all that clear, after all, throwing some doubt on what the term 'third countries' means. This article aims to provide some degree of clarity.
