摘要：

Access to drinking water and sanitation without discrimination has been formally upgraded to the status of international human right in UNGA resolution 64/292, of 28 July 2010. The purpose of this article is to give content to this Declaration on the basis of the works of the ESC Committee and the UN Special Rapporteur on the human right to safe drinking water and sanitation, with a special reference to Europe. The research will lead us to define the minimum scope and content of the right to water and sanitation that states must respect in all circumstances.
