DEBATES BETWEEN PLURALISM AND SOLIDARISM IN ENGLISH SCHOOL OF INTERNATIONAL RELATIONS ON THE BOUNDARY XX-XXI CENTURIES

摘要
This article is devoted to Barry Buzan and his role in the modern development of English school of International relations. The aim of the article is to demonstrate the main aspects and the problems of English school theory on the boundary of XX-XXI centuries. The sources for the study were the texts of published works by leading members of the English school and B. Buzan. English school of International relations formed in the end 1950-1960. Historians H. Butterfield, M. Wight, A. Watson, M. Howard, philosophers D. McKinnon and H. Bull took an active part in the creation of this school. Concept "International Society" became symbol and special mark of this scientific community thanks to the books by H. Bull in 1970-1980. But to the end of XX century the development of the English school clashed with many objective and subjective difficulties. B. Buzan is a famous and authoritative specialists on International relations in the world science. His scientific work obtains general recognition in United States, China, many European countries. His books demonstrate his abilities to work in the different theoretical directions. At the same time, he is an important figure for understanding the main change in English school of International Relations during last 20 years. The results of his involvement into English school theory are the following: 1. He supposes that the concept "World Society" is an important part of the English school theory. Like two other principal elements of general conception - "International Society" and "System states" - "World Society" had principal position for the M. Wight, H. Bull and other first members of the community. But the content of the concept was uncertain. B. Buzan arose the complex of the specific questions, which can define the content of the concept in the research program of English school. 2. He continues to study the history of international relations as autonomous part of the agenda of English school. He adopted the international system idea to the epoch before Westphalia Peace of 1648. B. Buzan continues tradition.f the school's writers (M. Wight, A. Watson), who thought that history is an important part of the study of International relations. Such position of the English school differs from American discipline, where International relations traditionally are considered as a branch of Political Science. 3. He tries to include economic questions into agenda of the English school theory. The ignorance of the economic problems in International relations is a traditional shortage of conception of International Society. This part of B. Buzan's work is not finished, but he made the first important steps. 4. He made a new organizational format for the School after British Committee for the Theory of International Politics finished its work. Committee had worked during 25 years (1959-1985) and became the base for the development of two first generations of English school of International relations. B. Buzan made the conception of International Society more open to discussions of modern science, more popular among specialists on International relations abroad. At the same time, he keeps the basis of the English school theory. Thanks to his activity during last 20 years English school of International Relations is considered nowadays as an autonomous part of world theory in International relation.
