The State and the Public Administration: Searching for a Reconciliation

The purpose of this paper is to suggest that the influence of the State model, determines the organization and functioning of the public administration. In this sense, the so-called State reforms are deliberate transformations that tend to renew the ways of managing the public concern with a specific purpose. In the same way production modes occur through history, the procedures of government administration are transformed into the types of the State too. We conclude by stating that in the xxi century, the developed countries will improve new perspectives that approach to a welfare State model, which reappraises the importance of human dignity, a new model called the Civic State.
