Luis Ramiro Beltran, canonical thinker on Latin American Communication

Luis Ramiro Beltran Salmon, who died on July 11th, 2015, was the most important Bolivian thinker of communication and the standard-bearer of the Latin American utopia of communication for democratic development with social justice and sovereignty. He began being a journalist when he was only 12 years old and at his 40 became a reference point for the specialized critical thinking in the region which basis helped to build with his intellectual work. His major concerns were communication and development, communication and democracy, and finally communication research. His proposals about National Communication Policies, Horizontal Communication and the Communicology of Liberation are still valid, fact that makes him into a classic author in the Communication field.
