摘要：

International migration is one of the policy areas that Turkey has to accomodate in the EU accession process. For this reason, formation of policies towards international migrants, including providing them international protection, will stand first on the list of the Turkish public administration in the coming years. "Draft Law on Foreigners and International Protection", prepared in 2010, is the key indicator of this attitude. This study evaluates the changes which will be occured in Turkish public administration system through examining the draft proposal within the context of the Europeanization. The article empahizes the difficulties encountered during the approval and implementation process of the first unique law of international migration in Turkey, as well as expected transformation of the Turkish administrative system.
