Bioethics principles and disability: the perspective of inclusion in public policy

Introduction: this study aimed to recognize bioethical principles present within the public policy of disability in Bogota, from the recognition of participation can have bioethics on them. Objectives: to review and propose from principles bioethical for applying to reaching consensus on the construction of disability policies to improve living conditions of persons with disabilities. Method: a document study, through analysis of written text, with the technique of narrative content analysis on the existing principles in politics and then makes a theoretical proposition. Results: we found pluriprincipialista policy, linked to the rights approach. Bioethical principles are present in different forms and meanings, some closer than others to the theoretical framework in bioethics. Discussion: make a proposal from the convergent ethics application for building consensus, based on metaprinciple of convergence and the cardinal principles in public policy on disability. Conclusions: is possible the application of ethics convergent thinking as a methodology that can help build public policy.
