摘要：

This article takes as its starting-point the fact that although the Organic Gender Violence Act has been on the statute book for some time, the problem of gender violence still persists. With that in mind, the regulatory process is reviewed in order to reassess certain aspects which might have contributed to a higher quality act. The analysis attends to regulatory impulses, the definition of the problem, the possible routes towards a solution, the human and material resources required for implementing the act, and its forecast costs.
