摘要
The essence of the concept of "brain drain" is disclosed in the article. The dynamics is investigated and the main trends of emigration of highly skilled professionals from Ukraine are determined in the context of geographical, sectoral and age-sex structure. The outflow of scientists outside Ukraine is considered as one of the main threats to national security. Public policy measures aimed at regulating "brain drain", relating to both restraint of young scientists going abroad and their return, are proposed.
