Elaboration of an index of transparency and understanding of management practices of the municipalities of COREDE Missoes-RS

This work aims to understand how the public managers of the municipalities belonging to COREDE Missoes-RS perceive the management practices of transparency, qualified from the respective homepages. The selection of the municipalities took place after the establishment of a Local Government Transparency Index (ITGP-M in Portuguese), prepared to provide subsidies to this investigation. From ITGP-M, semi-structured interviews were conducted with 10 municipal public managers, through an exploratory and qualitative study. The interviews were analyzed with the support of the Content Analysis technique, which resulted in the classification of ten categories. The results indicate some resistance regarding the availability of information, with a patrimonial culture predominating. The mandatory disclosure data are provided without reservations, while the others are "filtered" by the administration, which has prevented the effectiveness of the Freedom of Information Act (FOI).
