摘要：

This article deals with software-specific methods to improve the competitiveness of small businesses in the region, the possibility of State support for small businesses at the meso level. Special attention is given to identifying innovative instruments in shaping policy for the development of small business in the Rostov region. Defines the set of measures needed to stabilize the competitiveness of small businesses in the region.
