摘要：

Formed to promote high standards in teacher education and provide a national forum for matters relating to it, the Universities Council for the Education of Teachers has been constrained by recent government reforms to become more a campaigning organisation. The political environment that has prompted that response is examined and the reasons for UCET's opposition to some of these reforms are outlined.
