摘要
The paper is focused on the correlation between governance, professional competence of civil servants and public administration education. In particular, it deals with two separate but very closely related issues - professional competence in public sector and public administration education - that, taken together have a profound impact on the quality of governance. No doubt, the quality of leadership found in any government can be significantly enhanced by effective education and training in public administration. The twin issues of achieving greater excellence in public administration education and enhancing government leadership have become wide-spread and moved beyond the academic community. The first part of the paper explores the concept of competency and the implication of competency management in the public sector. The second part underlines the role of public administration education for achieving professional competence. The growing concern about the quality of public administration education has led to numerous joint activities and initiatives of international organizations and institutions in USA and Europe. As a result of this standards of excellence in public administration education were created, which can be used to assess the quality of public administration education and institution's progress.
