摘要：

Theory of participatory democracy is based on discussing and participating to decision-making process in the public activities. Particularly the participatory budgeting practice is the fiscal side of this approach. Participatory budgeting is a budgeting technique which becomes widespread in the world and is discussed in Turkey. In this article, participatory democracy, budgeting and also some country practices about participatory budgeting are explained. Furthermore, the studies for the participatory budgeting in Turkey are stated and some evaluations are done.
