摘要
The Brazilian Institute for Geography and Statistics - IBGE has stated that, in 2008, approximately half of Brazilian municipalities (50.8%) disposed of solid urban waste in landfills, and the presence of collectors of recycled material in landfills is a sad reality, to which Public Authorities and Society cannot close their eyes. In this view, the present study is to analyze the State fomenting administrative activity in the creation and development of cooperatives and associations of collectors of recyclable material in perspective with a sustainable development. The concept of sustainable development is to be analyzed, along with its acknowledgment as essential right to the human being and the existing relationship between the sustainable development and integrated management of urban solid waste and the compulsoriness or not of the Public Administration to foment cooperatives and associations of collectors of recyclable materials.
