摘要
This text has as main objective to analyze the process of insertion of the Public-Private Partnerships (PPPs) in Brazil - from Federal Law 11.079, 2004. The analysis was based on the documentary and bibliographical survey. This is a new form - administrative concession contract - to transfer resources, activities and management that were exclusive to the public sector to the private sector, denoting by this nature a complex web of relations between the State and the market through the establishment of Partnership policies. In order to corroborate this fact, the agents that should be public, the media and the ruling class itself sediment the ideological discourse of efficiency, necessity and legitimacy to legally implement public-private partnerships programs as a tool of Public Administration, making it a symbiosis that seeks to attend to the processes of concentration and centralization of capital. As a result of this dynamic relationship between State, market and society, the performance of a Minimum State has increasingly been shown to the detriment of a State Provider, producing, in turn, concentration of income and socio-spatial and economic inequalities. The State is transformed, garrotting its social investments, to expand the logic of the market.
