CHARACTERIZATION OF SOCIAL POLICY IN MEXICO: LIMITATIONS AND CHALLENGES

摘要
This paper aims to analyze the limitations and the challenges of Mexican social policy to reduce inequality, marginalization and poverty. To do this, the approaches as well as changes arising from the implementation of the neoliberal model in the country are reviewed. In this conception, social policy besides being understood as a vehicle and a bridge between the State and the population (vulnerable or not), should also be the answer the State provides to the demands of society on welfare levels. Likewise there must be a constant, consistent and permanent premise to generate economic growth reason why it should not be considered as a palliative, but as an essential condition for economic growth as well as objectives like efficiency and equality must also be considered. Besides, it must count with its own space and not be subject exclusively to a government budget situation and above all, it must not be determined by a correlation of political forces weaving their actions in the field of public policy.
